Splitter: (Overflow gate) When the main belt (left) is running, only 1/4 get through the belt reader, which lines up in a way that the shapes all go back on the main belt. However, when the belts back up, the reader gives a constant signal, opening the filter and outputting on the 2nd belt.

Merger: To be honest, I don’t know when you would need this, but it’s a great proof of concept. Here, the red shape’s belt is the main one (higher priority). When the belt reader detects a shape there, it just cuts off the supply from the 2nd belt.
