For those completionist like me that what the achievement and is still not working with latest patches and want it fast and easy enough.
- Go under the beta tabs of 3k and select version 1.4.1.
- Start as Sima Yong, group up your two armies auto-resolve first battle and the salt settlement.
- Get everyones equipment out and banish them out of your court.
- Trade every single ancillary item for money per turn with Jin Empire and ask for 2 food.
- Build your city and start contructing the palace structure until you get to the last level, you can
easily rush construction thanks to the money you are getting from Jin Empire. - In less than 5 turns you will get the achievement pop-up.
- Profit!
