In order to get this achievement you need:

Open an ideas and then neolithic.

Buy by logit and ideas points “Cat Domestication”.

Go to the 3D mode of the civilization ideas and find the neolithic there.

Rotate the camera 180°, find a woman sitting on a chair on the right side with a cat and click on it.

Pet the cat.

You have actually achieved the achievement, my congratulations.
