The secret is Steam Family Sharing

• Create 3 free email accounts.
• Create 3 free Steam accounts with those email accounts.
• From your main Steam account, send friend requests to the new accounts and set up Family Sharing.
• On each of the 3 accounts, open Last Epoch, create an account, create a character and log in. Put in your referral code from your main account.
• Profit!

I think it took me about 20 minutes, most of which was switching back and forth between the Steam accounts.

It’s more work than spamming chat and trying to scam other players into using their referrals, but it’s maybe a little more honest work.
