After you beat Victor (the blonde boss) in Stage 2 Diesel Town, don’t go the usual way. Instead, follow the different path shown in the picture. This new route will take you to a place called “Astro Mall”.
In Area 4 of Astro Mall, you’ll find a place where the path splits. I’m not completely sure if taking the right path counts towards progress. I chose to go left, which led me to continue through the Mall area.
